Rubbery plastic from the 1990s was often made with crummy plasticizers, which have degraded today and left us with sticky, gooey messes where rubbery plastic used to be.

Nothing seems to get it off, and quite by accident I discovered that poisonous and regulated methyl alcohol (methanol) cleaned it right off!

I have not tried regular grain or rubbing alcohol.

I did try Goof Off. While it seemed to dissolve the goo, it did nothing to get it off.

Methyl alcohol (methanol) on a paper towel seems both to dissolve and get off the goo.

Methyl alcohol (methanol) is a science-lab solvent, highly poisonous from touching it or breathing its fumes. Of course it's flammable and God help yo if you drink it — is it not grain alcohol.

If you're going to try messing with this and don't have a ventilated hood under which to work, of course wear gloves and do this outside.

I have high-purity ACS Reagent-grade Methyl alcohol (methanol) around because I use it as a lens cleaner. I got it from a friend who worked in a lab, where trey pretty much have this stuff on tap. We don;t need the purity for cleaning goo, while the purity is of course helpful in cleaning lenses.
